Canadian eBay account

Hi everyone, i had an ebay account and now it's suspended. I want to open a new canadian one, these are the steps i followed: 1. I created a luminati account and got an exclusive proxy 2. I installed hoxx VPN on chrome.
Is this enought to create a canadian account or should i do smthing else?
