you ask if you can link a CANADIAN bANK (IN US dollars) to a US Paypal account?

If the bank account has a Canadian routing and account number then a US eBay/PayPal account won't accept it; only US routing and account numbers will work.

There was an old workaround with RBC US-dollar account which dates more than 10 years ago. I haven't tried that method recently and I suspect it's long gone.
