Is there a service you use for phone verification that work? I've been trying for a month now. Nothing looks to work and it's frustrating. I've tried hushed, textplus, onlinesim.ru and every temporary sms you can find on google but still no results.

They all give the same error after I enter the pin code from eBay "Unfortunately, we're unable to verify your identity, please contact us"

You can get any prepaid sim card chatr, prepaid card at petro canada,etc. I recommend (speakout) which is about $15 and need to load a minimum of $25 which will stay active for a full year, it's available to purchase at 7/11.

If I buy a sim card and use it on ebay, is it only a one time use or can I use it again on another account?

one number for one ebay account, can't use the same number on different accounts
