No but they can and will lock your account until they verify a phone number on your account. You absolutely want a phone number on your account that you control. Speakout Wireless seems to be the cheapest option for a phone number that I've dealt with

Pretty similar for any pay-as-you-go - $10 for the sim card and $15 minimum load if I recall correctly
