Is Canada Paypal verification system the similar as for USA? VBA to "get verified" and VCC to lift withdrawn limits?

I think you need a CC to verify your location. Correct me if I am wrong.

From what I've heard if you use a VBA you can get your account verified however, to get your address verified an AVS CC can be used, which is different from a VCC and costs way more.

Is this true?

Ha easy on the prodding. For the VBA, that's right - for the credit card though, I always aim for physical credit card so my experience with VCC for Canadian account is zilch.
