Would this be dumb or smart?

Don't do that unless you have some good private VPN service.
I have tried once to create a Canadian account. It was suspended and when I called them, they said "Your account had activity from a different location, you should fax us documents".

I have many stealth USA accounts that I access routinely so it's not "dumb" in that sense. All depends on how you access it...and if other things are in place: phone, address, etc.
