Now I know this works for Canadian accounts but not sure of US.

When ever I create a new paypal accounts these are the steps I take to make sure it takes a good hit before it dies.

1) Create a clean PP account with new IP.
2) Add and confirm Bank account any CAN or USA VBA
3) Add and confirm a Mastercard gift card.
4) login from another IP Address so it asks to Confirm Location.
5) I have demo drivers license that I send in then call in to remove limitation.
6) At this stage every thing checks out, bank, credit and location.

I create 3 Such Accounts.

Main account where I sell. Then withdraw funds after 5 hours min.
Second account where I buy and add funds.
Third account if main account dies. Then switch this to main account and create a new third account.

The only reason that I will have to recycle account is if it gets limited through a chargeback of some sort.

Basically now I have noticed to have a fully working PP account you have to have Bank and Credit and location confirmed or else you can easily get limited.

Also I had bad luck with Netspend and Etrade VBA's.

I had great luck with Visa and Mastercard gift cards for CAN accounts.
While American Express giftcards for USA accounts to confirm credit card.

I always have 5 reserve PP accounts so when I do need them - they are a bit aged and ready to go.

@baloch, interesting post and while I am reflecting on it, my q to you is what kind of Amex giftcards for USA accounts? These Amex from Canada?

I am a little bit confused about stage 4. Whenever I log in from another ip it never asks me to confirm location. Maybe it's because I constantly log in from the same user account ? Do I need to log in from another computer then ?

Also at stage 5, what do you mean by sending demo driver liecence ? Do you mean that once they ask you to confirm your location at stage 4 your account becomes limited and you need to fax them some sort of id to verify account?

Nothing new about that bit of info. Always been better to be fully verified and confirmed on paypal.

It's a matter of trust and looking secure to paypal.

Amex cards are hit & miss for US paypal.

@rsot GreenBean is right that Amex card sometimes work and other times don't work. I still have not found out why cause I mostly use Canadian accounts.

@stanislav You need to login from out of province or state IP. When it asks to confirm location then you upload a image of a drivers license or a bill to remove that limit.

@GreenBean most people usually get only vba and vcc confirmed accounts then when they use a real credit card to purchase then it will ask to confirm location if the billing address is different then the location of the IP address.

I found that as long as you are 50-100 miles from the Ip address then you will be okay with logging in it. 50% of the time it will ask to confirm location but other times it won't. It also matters if that IP address as been used before to create an account. I usually use open wifi's to create and run accounts and sometimes for no reason they get limited.

Cookies: Use different user accounts to log in to different accounts. One user account per EB and PP account.

Download CCleaner: Then select every box for Windows tab except for Advanced section and Start menu shortcuts and desktop shortcuts.
Then select all boxes for Applications tab.
Then go to Options>Settings>Secure Deletion>3 Passes

Once set up:
Clear Browser History, Cookies, Everything except for saved passwords if you want.
Run CCleaner
Go to flash player setting in your browser. Type in google flash player settings. It is the first site.
Open Browser and Check IP.
Then you are good to go to next account.

New user accounts is a better alternative as you stated. Which store do you pick up the Amex?

Nice post, but my question is on my IP there are two paypal account that are limited, can i use a proxy to make a new account?

@Clones, don't hijack the thread - make sep thread with your question and be more specific.

@rsot here in canada I pick them from Metro Grocery Store. You can find them at Walmart or any major retail store

@clones do not use proxies, But rather buy a VPN or VPS.

Also here is a trick for unlimited Phone Numbers that I use Cost $10

1) Get a any gift card
2) sign up for to any nextiva or any other forwarding company and get a USA number.
3) Get a USA Ip address from anywhere. I get mine from anonymous-proxies.net
4) Create a Gmail account.
5) Setup G Voice with your new USA number.
6) sign up for paypal or ebay with that number.
7) You can setup 3 G voice numbers with one USA number
8) After you used one G voice number then close the Big G account by going to account settings.
9) Then create another one gmail account and G Voice number and keep closing and creating new accounts.

So you know how to create PP, EB, Clear Cookies and Get Unlimited Numbers. You should be a ready to Go.

Thanks baloch for making this thread. I've spent the last 30 hours reading up about this frantically trying to get everything right, and this may be very interesting for me.

I understood that you want to trigger the confirmation of your account before you have funds, right? Also, the second account you mention, is linked to another VVC and VBA. Is this [VCC one of those rechargable VCCs/ VCCs that last a long time] that are harder to get? And that's the reason why you can't spend money in a first pp accnt, I assume. Is this because pp restricts payments that purely consist of pp funds, and always wants a backup card/bank account?

Also, baloch, sorry for inundating this thread lol, but two questions,

for a spaniard, I'll have to see if we can get Amex here. If not does entropay work with USA?

@oblong entropay does not work. I use gift cards to confirm location. the reason I keep accounts separate for spending and withdrawing to decrease the chance of limitation.

I want to open an Canadian pp , i have a bank account but i need a vcc for this account, what you can recommend ? Thank you!

@bergry that is easy just grab a mastercard giftcard and verify it with deposits. Takes 5mins.

Does any old mastercard work or does it have to be CAN mastercard? Also, isn't moving money from one account to another a big no-no in the eyes of paypal? I've read they prefer it's moved to one's bank account, and that most of the limitations come from movement in between paypal accnts.

@oblong I sell from one account where I use a bank account to fund and I use another account to withdraw to a bank account. I transfer between bank accounts which is fine.

@oblong any cc you use the address and name on paypal must match the the cc.

I will probably create another thread about eBay once I get some more testing with setting up and limitations through-out the rest of this and half of next month.

Netspend just available for USA, so do you have a US address to receive your netspend card? regarding Etrade account I can create one etrade account within 5 minutes, but you have to use it within 24 hr, I know it is impossible to verify your your Canadian account instantly with etrade virtual account, you will have to verify deposited two small money, but etrade maybe don't accept the two small money.

entropay do work, I just verify my two paypal accounts, one Japanese , one US' , and just cost me 0.99 USD for add money into virtual card.

@ dynastyantique, what currency is your entropay, USD?

I use some Chinese VPN provider, you will have to pay them with alipay, but it is not difficult to find VPN service on internet, do you use your stealth account with VPN first time? people maybe tell you hidemyass.com but better use small company's service. I am sorry I can't tell you what VPN I am using here. but I can recommend some VPN service in China which I don't use. PM

Baloch did I read you right when you say a U.S. phone number is enough for a canadian account? Also, have you been using a proxy to login out of state/province (aren't proxies to be fully avoided, despite being cheaper than dial-up) and is it OK if this proxy is also U.S. and not just Canadian? And does the VCC have to be an AVS VCC for Canada, like it does in the U.S.?

I guess the matter about the proxy depends on the luck at hoping our ip range hasn't been flagged...

How about using an AVS VCC instead of the MasterCard Gift Card? Will that work too?
A few people on the forum sell them too which is very handy

Did you try to listing item after you verify you paypal and ebay seller account through entropay? I used entropay verify my US account, everything fheine and works, but I got verify my information with ebay rep in 48 Hours after I put my first listing on eBay. I am not sure if the reason for I use VCC.

the reason ebay ask verification maybe is your IP, they don't ask me for verification when I list some items at my entropay verified account

Baloch are you going to be also selling Canadian Ebay and PayPal accounts ?

@stanislav probably yea but it will take me a while to get ebay to work properly.

baloch does this process work on moneybookers, not only paypal?

@oblong moneybookers is different just like alertpay. For both you need to send ID in to verify your account to make it fully functional. VBA and VCC work for moneybookers but again they are regulated by the FSA which means just like a bank they would need ID. If you can get an id and send it to them for verification and it works then you will be in the clear.
