Hi, I use entropay and it works just fine
After the first card, they may limit you ans ask you to fax to the uk, proof that you are the owner of the credit card, along with id etc.. but then after that no pbm. you can open as many cc you need

anyone know of any canadian banks where non-residents can open an account?

what do you mean non resident? If you are a landed immigrant, have a study permit, or work permit you just need 2 government ID to open an account at any bank. Your passport or drivers license from your country and a permit. If your just a temporary visitor then you cant (to my knowledge).

Maybe I could apply for a work/study permit and just go there on vacation for a fortnight and open 200 bank accounts while im there- a working holiday! :D
