Verifying Canadian Bank on Paypal

I really can't find anyone who has a working way to verify a canadian stealth account. Everyone selling VBAs on this site say that their VBAs don't work with Canadian accounts or their Bank of America VBAs don't work.

Canadian Bank VBAs are not easily found -if you can, make a trip up and open
