well a lot of people are having problems getting it to work and others say it still works fine..so it is a hit and miss on this one sometimes it works and sometimes not

Sometimes it can also depend on the country you are in and the country your account is in.

The OP is apparently in Algeria and wants to use a USA virtual bank account to open a PayPal account in Canada.

Unless you REALLY know what you are doing (making it look like you are actually IN Canada) there can be a lot of things that could go wrong in this situation.

My feeling is that an exact answer here may not be possible.
