Best prepaid/ pay as you go carrier?

What is the best prepaid/ pay as you go carrier to go with? ie. Are there any where you will only have to top up once in a while to receive calls/texts?

Bell - Rogers - Telus...comparable rates.

Usually Pay as You Go is top up monthly...to reset the date
