if everything is suspended, paypal will hold ur money for 180 days, after that it will be released automatically, then u can add/edit ur bank and withdraw it.

Bank account is the best option. All other methods are not long-term

You need to get yourself the stealth guide.
The answers youre looking for are in there.
As others have mentioned a bank account is your best bet for withdrawing funds and as a Canadian opening a US bank account is a simple enough matter.
