Transfer balance from PayPal to CC

Hello.
I was wondering if there is any Credit/Debit card that accept loading from PayPal account. I have a lot of money in my partners PayPal and don't want to link it with my bank as it's linked to banned accounts. His FNF is banned too, so a VCC that I could deposit money using PayPal would be really awesome. I am searching for something like that for a while now, but have not found anything that works...

You can only withdraw to a bank account from a Greek PayPal. Withdrawing to card isn't an option I am afraid

I which countries it is allowed? If i create a stealth pp in them will i be able to withdraw to my Debit Card even if its not registered in those countries?
