Yes, Simon cards currently work fine for lifting the paypal monthly limit.

How do the Simon cards work for lifting the PP limit? The last time I set up a PP account with one, after a couple of transactions I got limited.

So can I use a Simon GC to set up a PP account which isn't limited and then use the PP account to register my ebay account to pay my fees, thus bypassing the need for a CC to register an ebay account?

why use paypal to pay the ebay fees? There are other methods viz
