Neteller stopped giving cards a while ago, I think that they provide them to users in some European countries

But the answer is the same as the above unfortunately: the cards (both physical and virtual) are available only in the EU+Norway at this point in time. I think they stopped offering them to the rest of the world in 2016, and then last year they stopped allowing unverified accounts to create them.

Hi, I have created a neteller account with my home address in Turkey (not a EU country) and I was able to create a Virtual Net+ Card. (VCC
I was searching about if Neteller's Virtual Net+ is an AVS card. I found this twit of Neteller. https://mobile.twitter.com/neteller/...00639348056064

On the forum it is said by a member that Neteller VCC is an AVC and Neteller says it is not.
I also found on PP community forum that PP doesnt accept Neteller Plastic card.

I want to know if it is possible to pay ebay fees with a Neteller VCC?
Any idea?

I recently found out that Neteller still offers cards in Russia, so it seems there are a few other countries that still have it, despite not being in the EEA.

The card is definitely AVS, as Paypal will only let you use it if the address matches, and if it does the card (both plastic and virtual) will work just fine. But it works with any address on eBay for automatic payments.

Doesn't it have to match only the address number and postcode?

Like the name of the address can be altered?

Works well for the UK. You can order a physical card too. You just need to be fully verified to get them. Up to 5 virtual cards is quite useful. You can also top them up with BTC.

BTC can only be used for transfers. Not payments or withdrawals with the Net+ cards.

Also, the cards are AVS, so you're stuck with one address for your stealth accounts.

You can alter your address in the account profile section, it will say "unconfirmed" since only your original address is verified with docs, but the new address is technically your billing address temporarily until you change it back, so you can use that to bypass AVS for whatever address you're inputting into paypal. Furthermore, like the other user said, you just need the door number & numbers in the zipcode to match, not the letters.
