Hello, what company you know can create vcc virtual cards and accept paypal or bitcoin. Before neteller allowed to do it but now not

What do you know that is economical and without much protocol?

I believe OP is asking for a soluiton that will allow him to create multiple VCCs - not just a single one which is what that site will offer him.

Any European bank lets you create VCC, Some Latin american banks too let you do it and its free of charge I think. At least in most cases.

HX8800.com takes bitcoin but wont let you do those cards yourself, they sell'em to you.

in France have 2 accounts in 2 different banks and they don't provide VCC may be will add this service soon.
