Online Bank With VCC That Has Buyer Protection

Is there an online bank or VCC such that you can load with a couple hundreds dollars and then cancel to have the money refunded if necessary?

Not that I know of.
And any such bank account would be useless for stealth.

Hmm I thought so as well but figured it wouldn't hurt to ask.

Aside from opening and linking bank accounts, is there a way to pay a credit card bill under my real name with my stealth account?

If your in the US I recommend getting vcc’s from Citibank and Capital one if you have a credit card with them. They let you make unlimited virtual credit card numbers and let you delete/create them in seconds and works with amazon stealth as I have tried it.
