How to make VCC

Can anyone give me an idea on how to generate VCCs outside of US's VCC since all i know is that a bank in US provides the service for US citizens whilst i am not from USA so i probably cannot use this kind of service.

I recently learned about entropay and it is now not working anymore, probably any other alternatives?

Generating VCCs is big business so...think about whether you figure that information is readily available...
