Cashing out USA VCC?

Hello, any ideas how to cash out USA vcc? I am not in USA so I can't use USA paypal to pay myself or load it. Any ideas?

You can't withdraw funds to a normal prepaid VCC, and you can't withdraw to your card at all from a US paypal
