Is AVS done by Ebay/PP with a VCC?

Like the title says. My understanding is no, they cannot, so any address can be used if you are using a virtual credit card #. But I wanted to confirm this. Who here has experience with this and can comment, please?

For a VCC or gift card, AVS is being used by eb/pp - a properly working VCC will confirm to the AVS check.

That being said, numerous BIN numbers are identifiable by eb/pp and there are some blocks in place of these kinds
