Canadain VCC

I'm looking for a Canadian VCC. I tried entropay however they wouldn't let me register from the USA. I have a Canadian IP coming, however if that enables me to sign up for entropay how will i fund the VCC cause my legit CC's have US addresses.

So basically I want to look Canadian. I have the IP, now I need the VCC. Come on, daddy needs to shoot some dice!
