You can buy one time use VCCs in the 'Account services section.
The other service you mention - that doesnt exist.

Also report any DM you get to admins. Only DM the sellers in the marketplace in the forum yourself.

Just a word of warning, don't trust anyone who claims to be able to provide a VCC of any amount and somehow they claim it to be double the value you pay them, they just take your money. VCC value should never really exceed $10, if its more make sure you deal with a trusted vendor.
