VCC to set up Selling Account on ETSY

As you are aware of, ETSY is charging set up fee (15$ or 11 pounds) for almost all new accounts.

I have two q here:

1. If I use VCC which is linked to the same bank account and details like the previosly banned account (different VCC numbers tho) will I get linked?

2. If I buy VCC from one of the sellers here, do I have to ask they preload sufficient balance to cover set up fee as well?
