expanded use number is also known as the expuse number. When you register a card with paypal, often times it will detect it as a debit card, instead of a credit card. It will temp authorize 1.00 and charge 1.95 to the debit card. In the statement of your prepaid card, or debit card, you will see the charge for paypal, and a 4 digit code that you have to give paypal to confirm you are the account owner. The idea is, you have access to the bank statement, so you must be the account owner.
If you use a card that paypal picks up as a credit card, this is not needed.
I'm not sure what use is expanded........
