BOA VCC not Accepted for USPS Online Labels?

Can anyone confirm this?

It appears USPS is not letting labels be printed if paying by a BOA VCC.

USPS site is so hit and miss. Some times it works and other times it doesn't

Fully agree. Sometimes accounts have to be made, log out, log in + add cc, log out, then log in to be able to successfully process and print a shipping label. Probably safer that way anyways though.
