Vanilla visa still good for lifting sending limit

I've used Vanilla to instantly verify a couple of new paypal accounts. Paypal will charge the $1.95 to the card for verification. On some cards, you can't see the charge until it clears.

Vanilla shows the charge right away, and you can give it to paypal all within 5 minutes. This instantly raises your sending limit from zero to $2000.

I need to open a new PayPal account and link it to an old Ebay account...
Can I verify and remove PP selling limits through adding a TD Bank account and Vanilla Visa Gift (debit) card? On the card it says it is non-reloadable...The account is stealth...Should I register it in my stealth name and then add it to PayPal??? Just very confused on this question...Thank you for your help!!

You can lift the sending limit with the vanilla visa, right away.

To lift the withdraw limit, you need the checking account.
