Visa Gift card pin

So I tried to get money out fast by paying for an amex gift card on walmart.com via paypal, but i could not get a moneyu order with this gift card. I researched and saw that you can use a visa gift card and add a pin number to it, therefore allowing you to withdraw at atms. This would be a super good way to get money out of paypal without any red flags. Can anyone tell me how to attach a pin number to a visa gift card? thanks
