walmart money and gift cards

What's the scoop on using these for various ebay and paypal functions? I've seen talk of vccs and other fancy solutions, but what about good ol' walmart? Do they work in place of credit cards to pay ebay fees, or for anything involved on the paypal end?

Greendot will allow you to have a bank and a vcc you can confirm.

Nice and easy. You need SSN though.
