Achieve card

Anybody know if achieve card works to withdraw money from a stealth paypal with first and last name both mismatching?

Card is issued by palm desert national bank

It only works with the last name being the same. I have the card and use it with stealth ebay/paypal.

Palm Desert National is also transcash.com
Works I use it with first and last name mismatching.
