Can paypal or ebay see what banks of country we entered to paypal by visa card number , vcc or cc ?
I am asking this to withdraw my us paypal balance to my vcc visa credit card or real credit card from europe.

Yes. With Visa and Mastercard, the first 6 digits of the credit card identify the issuer. You can look this up yourself, if you like.

If you type the first six digits (ONLY the first six!) into this website, they will tell you who the issuer is:

Some vcc sellers claim that selling vcc for paypal and ebay verification worldwide.So how can it be possible if we compare its trackable cc identify from first 6 digits. I have vcc's too and if its not possible it seems I can't verify US accounts with my europe vcc.

I had a Good Account going on Ebay, then I needed to pay my EBAY FEE's, I paid with a DISCOVER I had previosly used on another account, it got linked and they Suspended my Good Account. What a MESS.

I had done something little familiar your transaction.Had entered with my old ebay name and surname by mistake with vcc(never used before).and it is not flagged.It seems card number more important than card names.

They CANNOT see the name on a credit card. Only the DIGITS in the address and the ZIP code. If they wanted to verify the name, they would have to call the credit card issuer, and they don't like to give out that information in the first place. So, they almost never try.

As we know They can't see real name of the card if we enter a stealth name for vcc.But what if we fill this real name into website while paying or adding a card then can they see?

No. The way the credit card verification system is set up (everywhere, not just on eBay/PayPal) does NOT show the name. Ever. Not though automation for a normal approve/decline.

They can see the bank name based on routing name. For account holder name they CANNOT unless 1) you provide it to them manually/via statement or 2) you upload funds from your bank and pa yp al decides to see the receipt of the upload...

What about uploading funds from credit card? Can they see your name if you upload funds to pp from your real cc?

No - credit card transaction is DIFFERENT than bank transfer.

Also know as a "Bank Identification Number" bin number.

No. But if you have ever used that card previously on any other accounts, it could link them.
