Prepaid cards for EU

Anyone knows any prepaid card services that can work for people from counties like mine ? something similar to entropay maybe, but not banned by Paypal. This is incredibly hard to get if you have no SSN and dont live in UK, USA. Any suggestions ? :attention:

I have experience with many ways, but I specially for testing purposes created Entropay for Latvia(Estonia conditions must to be the same), and for LV Entropay works fully- you can " get verified" with it and withrawn to EntroPay.

I dont know what bank it is but im using services from some guy, when I looked at the BIN it was from Turkey so i guess the banks are also from Turkey. I stopped using Entro long time ago when they stopped providing money withdraw services from ATM. With this guy my problem is solved ;)
