why choose ing ?

My ebay has been suspended and I need to open a new un-related Paypal acount.

My question is why aspkin highly recommends ing bank?
Does it mean ing account don't expose your name and address to paypal or you can use ⊗⊗⊗⊗ name and address to open an ing account ?

your ⊗⊗⊗⊗ personal date will still be sent to Paypal ?

How about I use some other US bank like HSBC, etrade etc with real personal data to withdraw my money from Paypal ?
Since I find that Paypal does not ask my [account holder name], it just need me provide [Bank Name], [Routing Number] and [Account Number].

I cannot open ing account as I live in Hong Kong.
Only US HSBC and etrade are my choice.
is that safe ?
