Yes there are a great many sites that abide by the regulations that apply to the countries they do business within. Sticking with sites that are within countries that recognize and allow online gaming would be a good start. It's always in an online gaming sites best interest to play fair. After all they are a casino and everything is always in their favor. no need to really cheat anyone. :-)
I'm in the US and have found over the years several sites that allow US gamers. I have never been cheated and have always recieved funds I withdrawl. HOWEVER.... These sites tend to play off of a gamers desire to keep playing and make withdrawl's tedious and always tie up your funds for several days before sending them. In my opinion this is a sign of a very sketchy online gaming site as they are likely operating with little or no regulation or choose to not abide by it because they operate servers in countries where it's difficult or near impossible to regulate.
For me, bottom line is if they allow US players in there doors they are likely not paying much attention to regulations. And of course the moment you withdrawl they ALL will need you to fax in documentation. ID, Proof of address and credit card copies, which for me has ALWAYS included copies of both the front and the back of every single credit card I have used to fund that particular gaming site.....so that said I'm not so sure VCC's a good idea.
