prepaid card linked to paypal and ebay?

i have a question. i linked a prepaid vinilla visa card to my paypal and ebay account but the money is not on the card from paypal it has been weeks and the money has already been released from paypal. why is the money not showing up on my prepaid card? does anyone know how to make this work. thank you april.
