A few European users have had success with neteller.

Not enough reports to confirm its reliability for non-US accounts at all.

Test account in progress at the moment.

Strange thread. As far as I know you can't withdraw to Moneybookers or Neteller cards? Since they are MasterCards and you can only withdraw to Visa cards?

Done a bit of research and i may have found the answer. www.3vprepaid.com

you can verify your paypal account with this. I haven't tested but you may be able to withdraw. That is what i'm looking into.

Plus you can buy these from stores so you are completely stealth!

Not sure if you can withdraw from a cash point. Don't think you can.

These aren't available everywhere.

3v are not reloadable and are for verification only.

Plus UK accounts don't accept withdrawal to card...

Edit: and it won't work for verification, you need a bank for that. It's just good for paying for things and confirming your address.

Paypal is Lithuanian. This is not stealth paypal, this is on my real name, and i don't see problem to attach some prepaid card with my real info. I just not want to use my country banks...
