I have a question about VBA = Virtual bank accounts... is it like a real bank account from which i can send and also receive money ?
For example if i have a suspended ebay and paypal account linked to my real bank account... can i open a new stealth account and use the VBA for sending money from the stealth pp account to the VBA and than to my real personal account ?
I just saw there also prepaid cards but i have no need to withdraw the money from the prepaid account, sending to my real personal but paypal blocked account would be much more easier for me.

It's only real in the sense that it will verify your pp account. After that, it is useless because you wont have access to it for withdrawing money or sending money.
"Real virtual bank account" is an oxymoron...you can get a real bank account under your name and use that to work with.
They wouldn't allow real bank accounts to be sold. Most websites do not..... the reason it's virtual, is because it's not real. If you're looking for a banking solution that's not in your name, you're probably not going to be able to get what you're looking for.
Consider registering a business in the USA as a foreigner (or whatever country) and obtaining a bank account in the business name. It's not anonymous, but it will work.

Not sure what the rules are in Germany for opening bank accounts but in the US there are many banks that allow mismatch name deposits. Also in the US you can open bank accounts with whatever bank one wishes.

Open new eB/pp accounts? Via stealth method written in the stealth guide - read it.
Open new BANK accounts? Must be done with real info - anything else is ILLEGAL.
