If I get a VCC# through my bank on my bank card and use it for paypal, will it do an address check?

Yes...the whole point is to get a VCC that matches the address of a stealth, most likely the VCC will match up with the address on file with the bank.

Why not just get a Vanilla Visa Gift Card?

You have to also understand the way that AVS (Address Verification Service) works. They only verify the DIGITS in your address and zip code. Not the name attached or the street name. What is verified is highlighted in red:

Anytown, USA 98765

Ideally, you want a VCC or gift card that can be REGISTERED, meaning it allows you to enter the address. When buying a VCC from some forum sellers, this is taken care of. For gift cards, you will need to register the card yourself, at their website.

the point is that the vcc attached to your bank account will have your address on file of your bank.

A card that can be registered is what you need.

Yes because PP will do a test charge of 1.95 to confirm the card - and they will authorize the card based on AVS matching principle

Just go with vanilla or a VCC from one of the vendors here.
