Can using a VCC to lift my PayPal limit flag or even get my account suspended?

No, it's what we recommend to use for both eBay and Paypal.

hello,
I have a question:
Do I need to use the same VCC for eBay registration and ebay seller account verification?
I used 2 VCCs and then my account was suspended indefinitely due to "User Agreement-Abusing eBay"

Most likely you were linked to another ebay account, it wasn't your VCC. Use the same card for both ebay and Paypal.

No, in the message, eBay didn't state that I was linked.
The VCC seller said that I cannot use the same VCC for eBay and PayPal.

Abusing eBay is sometimes used for Linked Accounts.. Trust Me.

If that's what the VCC said then so be it, but a lot of VCC you can use for both eBay and Paypal, which is best.
