Having problems with Vanilla Prepaid Visa Cards

We are using Visa OneVanilla Prepaid Visa Cards, they are the NON Re loadable kind, we are putting $20 on each card and they are Amazon is saying that it is a Stolen credit card.

I am not sure why this is happening as this has never happened before
