VCC for european countries

What VCC will be the best for latvian stealth account?
Will Payoneer / EntroPay / ePayAre/ work in latvian PP account? Or PayPal will see that it is UK / US card?

My experience.....

Payoneer...YES
Entropay...YES with some rules if you want to withdraw to it
ePay...never tried it

Few other posters have also confirmed this but Payoneer...keep the amounts low
