Open Simon Gift Account for Internationals with US Credit Card and Bank Account?

I read through a lot of the forum but did not find the answer to my question so I am posting this lead; so excuse me if it is redundant.
I have a US bank and US credit card. Can I register Simon Gift card with that info? I do not have SSN but I have address in US in my credit card statement. What exactly does simon ask to open an account?
Also, once I have a simon account, can I open multiple gift Credit cards under ⊗⊗⊗⊗ names and ⊗⊗⊗⊗ addresses and with different virtual phone numbers?
By the way, I think another Virtual Phone service is Magicjack for 40 bucks a year and works great.
