How to get a verified US paypal from India?

Hey guys! I am new to the forum and need info on certain issues. I am from India and want to create a verified US paypal account.

But I don't want to buy a VCC/VBA from a seller here.
Is there any way I can obtain them from a bank or somewhere?
Any help would be appreciated.

Buying a VBA here from an approved seller would be the easiest thing

You can also open up a US bank account yourself, but you may need to go to the US for that

Why exactly do you not want to buy a VCC/VBA from the sellers on this forum?
Also, your going to have massive issues cashing out the PayPal, for USA PayPal you need a US Bank Account.
