Im an mobile unlocking re seller from eBay and want to confirm by PP account with a VCC, That's what I want to accomplish.

The country which I live do not support to receive funds through PP I want to create a VCC which support to receive funds through PP

You do need to make it in your real information as they will need ID

Yes of course we have to provide a valid ID, also this is not about stealth accounts and also this method is specially for the people who do not have the opportunity to receive funds via PP like the country which I live in.

Correct this require a valid ID and do not require a debit or credit card.

Payoneer will provide a Master Debit card which is Printed your name on it also when you receive funds to your PP you can transfer it to your VBA which is attached to your PP and can use your Master card to pay anything online which accept Master card also can withdraw money from any ATM world wide which accept Master Cards

Dear Sir,

People in US cannot create this VBA when you try to login to Payoneer they will track from your IP and say US is not supported.(They wont allow US citizens to create US VBA on Payoneer)
If you really want to create one then you have to change the IP to a some other country but when they ask for the ID then they will know where do you really live, but if you could provide an ID which is created not in the US then your can create this account

If you are in the US, does Entropay let you make VCC that would work with out of the country addresses, like say Russia for example?

I have used Entropay for Canada, US and UK accounts but not Russia or other European countries so I don't have first hand experience

Cards are refused when adding them to PP. Or sometimes they get added, but then acc get limited.

Because it's not.....if you want a real answer you can email, call PayPal and ask them why they don't loke entropay....then get back to us with what they tell you.
