Can I use skrill or neteller(virtual cards)with my real info to confirm steath uk ebay, paypal or amazon sellers accounts?

P.S.couldn't find any threads with definite answer

Because there are none.

Cards info is rather restricted with info.

You can use entropay for UK paypal.
Have you tried that?

As for amazon, marketplace has some sellers whose cards were working last week...

You would be a lot better off using entropay for PayPal. Skrill would be tricky and neteller doesn't work for PayPal

For Amazon most VCCs don't work these days, but there are a few about still

You can also find them by trial and error
