Can someone explain the difference between a VCC types?

I see on eBay account sellers advertising posts that they offer VCC's for PayPal, and for a more expensive price you can purchase VCC's with address verification for PayPal.

Can someone explain to me the difference between the two? I'm in the middle of creating a seller account and am wondering which one I should use. I thought that a PayPal VCC is a PayPal VCC?

You can get a VCC that bypasses the address check or you can get a AVS VCC which will confirm the PayPal address on file.

The later is needed for certain limitations sometimes.
