Literally how do you negotiate with a seller?
Contact him, agree on something, then he makes a new listing?
Buy items, then message before payment then he adjusts price?

Language barrier is bad enough without going into this so just wondered what the done thing was?

Check if he is on alibabababa as well.

Check his history.

Be direct and avoid waffling.

Express interest in an item.

Ask for a price.

Cover yourself with payment type.

Do business.

Covering yourself with payment type is a good one - use CC where possible

Why alibaba? See if it's going cheaper?

Ok I've agreed something. Seems I now place the order, he adjusts the price to our agreement, then I pay.

Plenty of good feedback, but non from the UK (all USA, brazil etc) so hopefully a nice breakthrough for ebay UK.

Would a chargeback work if it was obviously a business purchase?

If you used a CC and you can prove that either merchandise was not as described or you were defrauded, would still work for chargeback
