Nearly a decade ago eBay started banning accounts that were selling 'Virtual Items' for Online Games. Is your VPN using dedicated hosting servers? Or are they going to appear to be using an ISP to look like a Residential IP/user? My thoughts and reasoning behind this is because I believe Paypal does look to see if a user is logging in through a VPN. And if so, that would essentially "flag" the user as high risk.

PayPal/eBay/Amazon are perfectly happy with your IP with a VPN if that IP has not been abused and flagged previously.
