Good Afternoon, i would like a UK paypal account please with a VCC can this be arranged today? and if so how much? My ebay account is ok just need a paypal account so i can start selling

i sell software on ebay i need to get back on can you help but cant quite understand this process.
are the accounts set up and ready to go for me or is there another process i have to follow.
please can you explain as i will need a full package soon as i have no more friends left to use there accounts.
but i have had a very profitable few years and need now to undrestand other methods to sell.
can you help.
