How does ebay check a geographical location of an IP
 

Does eBay check a geographic location of an IP by the whois information ? or either, some kind of IP websites such as IPburger or whatismyipaddress.com?

I find that there's plenty of IP locations in a historical record of an IP so I am confused how do those websites such as ebay and paypal look up an IP location actually. Many thanks!

Ebay and paypal have their methodology of checking the IP address and its location. That's a no brainer.
The question is how strict they are when it comes to the IP address's location and its distance from the physical location the account is associated with.
Some on here believe that as long as the IP address is within the same country it is good enough. Others believe that you should be within a certain radius distance in order to not raise any flags. I myself take the median approach and match the state within which the physical address is located. Been doing this for many years now and never had an issue.

Blocks of IP addresses are usually assigned to specific geo-locations to begin with (eg: the block 69.126.92.xxx was specifically given to ISP ABC for town XYZ).

Additionally, anyone can trace the route of an IP address. eBay/Paypal can get a rough location of where an IP address is currently being used by tracing the route of the IP and looking at the closest exchange servers near the endpoint.

You can even try and doing this yourself by using the command "tracert" on Windows. Try tracing the route to Google's DNS by typing "tracert 8.8.8.8" in the command prompt.

Keep in mind that IP geolocation can only provide a very rough location of where you are. This is why IP geolocation is only used for relative location tracking (eg, is your IP geolocation within 100km of your registered address?).

Matching country is good enough, I can assure anyone in doubt.

I run an account based in Georgia with a South Carolina IP.
I run an account based in Louisiana with a Nevada IP.
And I run an account based in California with a New York IP.

All the IP's are from 24vc. All 3 accounts have been thriving for 2+ years and have 10k+ feedback.

@Binary, trace route is pretty much irrelevant in regards to IP geolocation. You would still have to look up the approximate IP geolocation for any end nodes you discover.

@slokor, they don't have any special "methodology" for IP geolocation. Countries are assigned IP blocks and EB/PP's systems automatically detect when an account is accessed from the wrong country. Simple as that.

You're right, but my point is saying you can use the route to converge on a rough location as well. The location of the local exchange node near you are usually known to the exact locations (or at least to a much finer accuracy), whereas the exact location of your IP can only be estimated to a rough region since only your ISP knows the physical address associated with the IP address.
