Still unable to list items do to email

I was limited by PAYPAL and have now resolved the issue but EBAY keeps telling me I can't use the email address that I was always using (for my stealth) . Is it just that they need time to catch up and see that I am no longer limited?
Should I use a new email address?

I'm not sure what is going on
